Foreword: The Only Truth That Can Be Confirmed About The Time Lords

This account concerns the species commonly known as the Time Lords.

They are a curious subject of study. On one hand, they are regarded-by many cultures and sources-as the most noble and enlightened civilisation the universe has ever produced. Descriptions paint them as brave, imaginative, and almost pathologically peaceful. They are said to abhor violence, to value creativity above conquest, and to hold themselves to standards of honour so exacting as to appear absurd to lesser species. According to these accounts, the Time Lords are stewards of time, guardians of history, and tireless watchers of the cosmic order.

On the other hand, there exists an entirely different body of observations. These describe the Time Lords as a dry, stagnant people-calcified by age, dulled by ritual, and paralysed by their own sense of superiority. These accounts accuse them of manipulation, theft, and murder carried out through layers of abstraction so dense that blame becomes difficult to assign. They are said to engage in wars without diplomacy, to sacrifice worlds without blinking, and to lie more often than they speak the truth. According to these sources, Time Lords are not above the consequences of power - they are simply better at hiding them.

Both beliefs are widespread. Both contradict each other. Both are, as far as can be determined, equally unreliable.

The defining problem of studying Time Lords is that nothing about them stays still - not their biology, not their society, not even their own self-recorded past. What one source calls sacred, another discredits as fabrication. What one historian declares a fixed truth, another reveals to be the product of temporal interference, cloaked memory manipulation, or wholesale invention. Sometimes the Time Lords are responsible for these distortions. Just as often, they are not. Cause and effect blur in their presence.

In essence: the Time Lords have become unmeasurable. Not because they are beyond comprehension, but because they themselves have repeatedly compromised the ability to comprehend them. Even their name may not be their own.

Still, for the sake of coherence, an attempt has been made to compile their history as thoroughly and impartially as the available evidence - and the Time Lords themselves, and others - would permit.

It is not definitive. It may not even be accurate.
But it is the best we have.
