Once upon a time, a society formed from races selected to help bring stability to the cosmos. But the Shobogans of Gallifrey were not content to just assist; they decided that they would be the guiding hand that shaped the cosmos and brought order to chaos. While their ambition was commendable, their arrogance and competance was not as welcome by their peers. When they concluded their part in the alliance of early worlds, they turned their attention to using the knowledge they obtained to propel themselves into the stars and then through time.
